About SIRD

Soon after SPIPA’s acquiring autonomous status, it was felt that since the mandate of both SPIPA and SIRD are the same, it would be logical and logistically convenient to have a single entity. This was also supported by the fact that both the training institutes were managed by similar type of Boards headed by Hon. Chief Secretary. Accordingly, SIRD has been merged into SPIPA vide Government Resolution No. VATABH-1805-914-ARTD-3 dated 01-07-2005. Since then, it is functioning as a branch of SPIPA.

Vision


To transform the SIRD into a centre of excellence in Panchayat Raj and Rural Development fields and emerge as a capacity building and research centre that meets the challenge of nation building.

Mission


To sensitize and build the capacities of the functionaries of Panchayat Raj and Rural Development Departments for achieving sustainable development through the ongoing policies, strategies and programs of the Government.To build the capacities of the Panchayat Raj Institutions by training both their elected representatives and official functionaries to ensure the role and their responsibilities under the democratic decentralized system is percolated to all levels of stakeholders.

Approach


With an object to accelerate the process of Rural Development while ensuring social justice, decentralized planning and people's participation, SIRD has identified important development functionaries, government officials as well as representatives of Panchyati Raj, Civil Society, NGO and Citizens as the focus for capacity building. SIRD has prepared a strategy to build the capacity, increase efficiency and sensitivity through trainings, seminars, documentation, and action research with optimum use of available resources of SIRD at SPIPA including usage of latest technologies like GIS and SATCOM.

Future Course of Action

The future task of the SIRD is to facilitate the efforts of the Government in the rural development sector by improving the knowledge, skills and attitudes of rural development officials and non-officials through organizing training, workshops and seminars.
The SIRD will evaluate and monitor the schemes, both implementation and policy direction wise. It hopes to suggest both policy changes, corrective measures in implementation and provide an effective review mechanism. It also proposes to produce detailed analysis of the best practices and innovations to ensure that these can be studied, replicated and put to use as a basis for further policy changes.
The SIRD must also conduct original research on policies, strategies, programmes, delivery systems and people's participation relating to the micro-level interventions in rural development, specifically in drinking water and sanitation, rural health care, training and capacity building, primary education, voluntary action, human development including youth, child and women empowerment.
The micro-level activities and programs in the State that focus on organizational and behavioral development, stress management, group dynamics, attitude and behavior change, creativity, innovation, motivation, mindset model, leadership, communication and performance management are its core areas of training, research and consultancy.
